12-273 - Roof Replacement and Associated Work at Alfred M. Glickman Elementary School

End date: Friday July 20, 2012 at 2 p.m.

Sealed bids for a Prime Contractor contract are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes and reflects the changes of Chapter 193 of the Acts of 2004 relative to M.G.L.c.23A &44 and M.G.L. c. 7, and 44N. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, roofing. All Sub-Bidders must be certified by the State Division of Capital Asset Management in the category for which they are bidding.


This project is for the removal and replacement of existing single ply roof system with a new, thermoplastic (Elvloy or PVC) roof system to meet current Stretch Energy Code requirements; perform masonry throughwall flashing replacement; perform miscellaneous masonry repairs; remove and replace façade sealants as an alternate scope of work; and perform select window and door replacement as an alternate scope of work. Work will be conducted in accordance with the Massachusetts School Building Authority Green Repair Program. Estimated cost of the project is $1,344,600.00. The estimated start date is August 2012.

A site visit has been scheduled for July 2, 2012 at 10:00 A.M. at Alfred M. Glickman Elementary School, 120 Ashland Avenue, Springfield, MA 01119. Plans and specifications will be available June 27, 2012 at www.biddocsonline.com (may be viewed electronically and hard copy requested) or at Nashoba Blue Inc. at 433 Main Street, Hudson, MA 01749, (978-568-1167). A refundable deposit of $50.00, in the form of a certified or cashier's check to the order of "BidDocs ONLINE Inc." is required. The deposit will be refunded to all who return the documents complete and in good condition to Nashoba Blue within 30 days of the opening of bids. If not returned, the deposit becomes the property of the awarding authority. Deposits may be paid electronically or must be by a certified or cashier's check. One set only is available for the refundable deposit. Additional sets may be purchased for $50.00.

Bids for Sub-Bidders will be accepted at the Office of Procurement (Room 307 City Hall) until 12:00Noon on July 12, 2012, at which time they will be publicly opened and read. Bids for the Prime Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM on July 20, 2012, at which time they will be publicly opened and read.

Affirmative Marketing Participation Goals:
Each Municipality must enforce the current Affirmative Marketing Goals as established by DCAM and SDO as follows:
Construction Participation: MWBE Combined Participation Goal (10.4%)
Documentation forms and procedures to fill out the forms are contained in the bid specifications.

The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
