Juvenile and Family Services

The Joseph A. Budd Assessment Center (Youth Aid Bureau)  on 417 Liberty St. includes the Juvenile and Domestic Violence Services, the Student Support Unit, the Department’s Safety Officer, and the School Departments Truant Officer. Capt. Eugene Dexhiemer is the Commanding Officer.

The Budd Center opened October 10, 1997 in order for the City of Springfield to comply with the mandates of the Federal Juvenile Justice and Delinquency Act of 1974.

The focus of the act is to de-institutionalize status offenders, separate juveniles from adult offenders and remove juveniles from secure areas of the police department. The Budd Center occupies 7,875 square feet of leased space at 417 Liberty St.. The officers assigned to the Budd Center process all juveniles under arrest, investigate criminal cases where the suspect is a juvenile, investigate and maintain reports of runaway and missing juveniles and work with the Springfield Public Schools to provide a safe and healthy learning environment. In order to provide early intervention, the Budd Center has worked to create a strong partnership with all agencies focused on meeting the needs of the family.

The Budd Center is the home of several government and community based agencies. The Massachusetts Departments of Youth (DYS) and Social Services (DSS) provide on site representation. The Springfield Fire Department is represented at the center and their fire stop program provides intervention for juvenile fire starters. The Center for Human Development houses family and youth mediation staff at the center. Project Rebound: Giving truant students a second chance are included in their services. The Massachusetts Society for the Prevention of Cruelty to Children is a close partner in providing intervention opportunities. Spectra Management Services is the Budd Centers partner in a juvenile court diversion program for juvenile offenders. Spectra also offers a shoplifting diversion program. These educational and community service programs are in their fifth year. The Budd Center also receives generous support from several area college interns.
